Does the new sc 189 / sc 489 visas cut-off score also apply to the sc 190 and sc 489 state sponsorship visa program?

I have a skills assessment for Mechanical Engineer and I see the 20 September round results say that 65 points is requirement for Mechanical Engineer for the 189 and 489 program. I think it was actually 70 points in the rounds before, truthfully.
There are two parts to my quietly small question:
When the skill select website talk about round results for sc 189 / sc 489 program, are they referring to sc 489 family sponsored ONLY?
Does this new sc 189 / sc 489 visas 65 points cut-off score for mechanical engineers also apply for sc 190 and sc 489 STATE SPONSORED visa program, or is the standard 60 score just the score required for sc 489 / sc 190 state sponsored?
I cannot find data that confirms if cut off scores also apply to state sponsored skilled visa, so answers to my questions will be very appreciated.

I believe this is the section you are speaking of (Check Link below) - If you visit this section you can clearly view the results divided up in regards to the sc 189 & sc 489 separately for the latest invitation round.
sc 489 mentioned here "do not include invitations issued for State and Territory Government nominated visa sub classes."
There is a separate section to view the state & Territory Government nominated visa subclass results.This reflect family sponsored only.

Occupation ceilings do not apply to Employer Sponsored, State or Territory Nominated or Business Innovation and Investment visa sub classes. You may consider checking if there is a state nominating your occupation and go ahead with sc 190 / sc 489 instead. Each state has their own list of occupations and their own rules.
